How difficult is it for a severe Bipolar and OCD to get on Social Security disability?

This person is 36, and no longer works or is able to work. This person worked for 18 yrs previous, but went from job, to job, to job. This person does have a history of alchohol abuse but is now seeing mental health professionals and taking meds. (lithium and saphris) The person has applied for SSD and been denied at the initial level, the state evaluators did concede that “…this person cannot perform work previously done, but can perform ‘other work’.” This person has requested hearing before a Federal Judge. What problems may arise at the hearing?

Just what you said: the evaluators think that whatever work was done before could not be done now. Therefore it is likely that the judge will tell the person should seek work different from what was done previously and that is more suited to the individual and his or her needs. The person will need a doctor (presumably a psychiatrist) to state that they are not fit to work if they have any hope of getting SSD.
