What mental disorder would make a person rant and rave on for an extended period without any apparent stimuli?
Other symptoms are intense focus on one person with sudden swings of extreme narcissistic behavior, inability to complete coherent sentences, anger, frustration.
Is this a manic stage of bipolar disorder, or does this person have something else going on?

Yes, it could be the manic phase of inadequately controlled bipolar disorder; or it could be a dual diagnosis like narcissistic personality disorder or histrionic personality disorder with some minor delusional symptoms coupled with an addiciton (eg. alcoholism).
